IEC 62474 Declarable Substance List (DSL) Update – January 2018

On January 15th, 2018, the IEC 62474 Declarable Substance List (DSL) was updated to Version D15.00, coincident with the update to the EU REACH Candidate List. Four of the seven recently added SVHCs were added to the DSL based on their potential presence in EEE products (entries with ID 00144, 00145, 00146, and 00147). Several other updates to declarable substance entries were also made, mostly to align SVHC entries with the substance name / description segmentation implemented in the REACH Candidate List last year.

For DSL entries where the REACH Candidate List entry was split into a SVHC name and a description, the information in the “description” field of the REACH Candidate List is now included in the “Comment” field of the DSL entries — you will need to review the comment field of the online DSL to see the changes. For example, the substance group which used to have the lengthy name of “Hexabromocyclododecane (HBCDD) and all major diastereoisomers identified: Alpha-hexabromocyclododecane Beta-hexabromocyclododecane Gamma-hexabromocyclododecane” has been shortened to just “Hexabromocyclododecane (HBCDD)” to align with changes made to the online REACH Candidate List. The substance clarification/description “and all major diastereoisomers identified” has been added to the comment field. The validation team has requested that the database be expanded to create a new separate “description” column in the DSL. Once this new column is available, we will move the substance description information to this column for better visibility of the information.

For DSL entry ID 00141  (BPA), the type of apostrophe in the substance name  “4,4′-isopropylidenediphenol” was corrected.

The DSL is used globally by EEE manufacturers, suppliers, and IT solution providers as a common list of substances that should be declared throughout the supply chain, allowing downstream manufacturers to access product compliance to substance regulations around the world. The DSL includes declarable substances and substance groups together with reporting thresholds and reportable applications.

Additions and modifications to the Reference Substance List (RSL) are listed in the table below.

In addition to the RSL additions and modifications, “sodium perfluorohexane-1-sulphonate” (R00491)  was deleted as a reference substance for the substance group “Perfluorohexane-1-sulphonic acid and its salts”.

Background

The IEC 62474 DSL is an internationally recognized and harmonized list of substances and substance groups that are regulated and may be constituents of electrical and electronic products and systems. Electrical and electronic manufacturers and suppliers use the DSL in their design and supply chain management operations to specify and control substances of concern. The list is typically updated as needed based on regulatory changes. For additional information about IEC 62474, see the article About IEC 62474.  Additional Information

The updated DSL version is D15.00. The new and modified entries have a last revised date of 2018-01-15.
