The IEC 62474 declarable substance list (DSL) was updated on January 17, 2022, coinciding with ECHA’s update to the EU REACH Candidate List. IEC 62474, the International Standard for material declaration for the electrical and electronics industry includes the EEE industry DSL, material declaration data exchange requirements and format, material classifications and exemption lists. The parts of the standard that require periodic updates (such as the lists) are published online on the IEC 62474 database and are updated using an expedited process.
Update to IEC 62474 DSL on January 17, 2022
The IEC 62474 Declarable Substance List (DSL) is a consolidated list of substances that are: (1) relevant to the EEE industry; and (2) either subject to regulations from around the world or of global industry interest for reporting. Manufacturers and suppliers use the DSL in their design and supply chain management to specify and control substances of interest.
The DSL was updated (Version D24.00) to:
- Add one of the four SVHCs added to the EU REACH Candidate List on January 17 (see Table 1, ID=00181) – the other three SVHCs were screened out during the review.
- Based on new information, add one SVHC entry that was previously screened out from the DSL (Table 1, ID=00180).
- Modify entry 00160 (Perfluorooctanoic acid and its salts) to reference Japanese and Korean regulations and add “intentionality added” to the reporting threshold
- Modify entry 00161 (PFOA-related compounds) to reference the Korean POPs regulation and add “intentionality added” to the reporting threshold
- Delete entries 00103 and 00104 (PFOA and individual salts and esters of PFOA) that were unique to Norway regulations – the Norwegian PFOA restrictions are now covered by entries 00160 and 00161.

Note: Substances on the DSL are declarable, but not always hazardous or restricted. For example, entries on the DSL include substances and materials that are valuable for recovery such as critical raw materials (CRMs) which are starting to appear in regulations that require reporting to assist in recycling.
Updates to Reference Substance List (RSL)
The newly added Declarable Substance Group “4-Nonylphenol, branched and linear” (ID=00180) has 13 added reference substances as shown in Table 2.

The reference substances for the deleted DSL entries 00103 and 00104 (Perfluorooctanoic acid (PFOA) and individual salts and esters of PFOA) (R00373-R00380) were removed.
Upcoming Material Classification List (MCL) mapping table to SCIP material categories
The IEC 62474 Validation Team will be posting a table that maps the EEE industry Material Classification List (MCL) to the EU SCIP material category list. The SCIP material categories are not always well aligned with material naming conventions used in supply chains and some of the categories overlap making it difficult to select the appropriate category. The mapping table helps EEE manufacturers identify the material categories for their SCIP declarations based on materials that are commonly used in electrical/electronic products.
The mapping table will be published to coincide with an update to the MCL adding 20 new material classes in the areas of precious metals, thermoplastic resins, duromers and elastomers.
Upcoming update to IEC 62474 Exemption Lists
The IEC 62474 exemption lists corresponding to EU ROHS Annex III and Annex IV are also in the final stages of verification and will soon be published.
